Alex Rockwell served as the co-writer, co-developer and producer on the HDPS-series Frances. Additionally, Rockwell worked with Judy Rothman to co-write the songs for the series.

Rockwell has worked for the Jim Henson Company for many years. She worked at Children's Television Workshop before working directly with Jim Henson. Her other Henson Company credits include The Jim Henson Hour, Muppet*Vision 3D, Billy Bunny's Animal Songs, Dinosaurs, Bear in the Big Blue House, Muppets from Space, The Adventures of Elmo in Grouchland, and Jim Henson's Pajanimals.

Rockwell commented on the development of Frances in a 2008 interview with the Podcast, stating:

Quite a few years ago – I think seven or eight years ago – we decided to develop Frances...the reason I think I was attracted to them for many years is that they so beautifully represent a very authentic kid. Frances is a really real child. She has temper-tantrums, she is stubborn, she is highly high-spirited, and highly imaginative. When you're reading those books, you see that it's such an honest portrayal of that kind of a kid. And we were attracted to that, and really wanted to bring that to television.
